Small and Medium Enterprises (SMEs) are the backbone of Dubai’s economy, representing 95% of all establishments in the Emirate. These SME businesses account for 42% of the workforce and contribute around 40% to the total value add generated in Dubai’s economy. The Government has a high focus on enhancing the contribution and performance of the SME sector to make these businesses comparable to their counterparts in other developed and high income nations.

Established in 2002, the Mohammad bin Rashid Establishment for Small and Medium Enterprise Development or also known as Dubai SME was created as an integrated division of the Department of Economic Development (DED). It was developed as a resource for support, information and outreach for the growing small and medium enterprise sector.

One of the major goals of Dubai SME is to promote innovation and leadership across all segments of the small and medium enterprise sector.  The agency also provides support to SME’s in the UAE through 4 key areas:

  • Business Start Up & Development:- Development Advisors personally meet all SME customers to develop a customer service strategy tailored to the needs of individual customers (in line with SME policies and services) and offer the needed advice and support to UAE national entrepreneurs starting and developing their business in Dubai.
  • Hamdan Innovation Incubator:- The Hamdan Innovator and Incubator is established by the Mohammad Bin Rashid establishment. It’s vision is to empower Dubai as the entrepreneurial capital of the region and help entrepreneurs start a business in any sector with strategy, establishment and tangible growth.
  • Entrepreneurs Development:- This is through the “Intelaq” program. "Intelaq" is a one-of-a-kind program launched in the UAE to assist Emiratis residing in Dubai to take their first step into the world of entrepreneurship through small projects in diverse areas practiced at home. The program aims to provide aspiring business owners with company start-up support through all its phases.
  • Mohammed Bin Rashid Fund For SME:- The Mohammed Bin Rashid Fund (MBRF) is a non-profitable authority providing loans and financial guarantees to business ventures owned and managed by Emirati entrepreneurs. MBRF actively monitors the supported businesses and the commitment of the benefitted entrepreneurs to ensure their performance by the standards specified. In addition, MBRF supports UAE entrepreneurs in all phases of their development, including planning finances, simplifying official procedures and helping establish their businesses from start to finish.

Recently the Dubai SME has signed a Memorandum of Understanding (MoU) with Carrefour which is part of Majid Al Futtaim Retail to support members of Dubai SME through the display of their products at Carrefour hypermarkets and supermarkets.
